This is currently just a working draft, with no official standing.

When it is approved by the board, a copy shall be archived for reference (though there may also be a draft in which we discuss possible future changes).

Furthermore, TRC has not staged a timed event in quite some time, and has few members expert enough to comment intellegently on these rules, which came from a TRC Operating Procedures document, last amended November 19, 2003.



Timed Rallye Rules

1) General Instructions

a)Entrants registering during advertised registration period shall receive General Instructions at least 60 minutes before their scheduled out time.

b)General Instructions shall include: definition of terms, checkpoint procedure, scoring procedure, protest procedure, tie breaking procedure, name and phone number of finish

c)Addenda may provide helpful hints, tips and guidelines, or changes to the general Instructions.

d)There must be a lead car and a sweep car. A contestant may fulfill the job as sweep car.


2) Route Instructions

a)Route Instructions must be provided to a contestant no later than 30 minutes before his scheduled out time.

b)Route Instructions shall be printed in ascending numerical order.

c)An odometer check of not less than 6 miles must be provided before the first checkpoint that requires a contestant to measure mileages to determine the correct true time.

d)Mileage measurements should be made to at least hundredths of a mile.

e)Route-following problems should not be presented such that a competitor running on time but missing the trap would arrive at a checkpoint over 10 minutes early or late.

f)Route-following problems shall not cause a reasonable contestant to miss a checkpoint.


3) Checkpoints

a)Consecutive do-it-yourself checkpoints should be avoided.

b)Checkpoints must be open no later than 20 minutes prior to the scheduled arrival of the first car and close no earlier than 20 minutes after the scheduled arrival of the last car or until all cars have been accounted for. Checkpoints should be opened by a lead car and closed by a sweep car.

c)Checkpoints shall be located such that ample space is provided for contestants to legally stop.

d)Checkpoints shall not be located: a) in no-passing zones, b) unreasonably close to traffic control device or traffic congestion areas (unless pauses are provided), c) where rallye cars would block traffic under normal conditions.

e)Cars may not be assigned out-times closer than 30 seconds apart.

f)At manned checkpoints, two accurate clocks must be available. A WWV (universal time radio station) receiver may be substituted for one of the clocks.

g)Contestants must be given three minutes between their arrival and their departure if the last checkpoint was manned and five minutes if it was a do-it-yourself.

h)Contestants should not have to leave their cars to have their scores recorded.

i)Checkpoint slips must be provided to each car and shall contain true mileage and time for the previous leg(s), a critique of the previous leg(s), next numbered route instruction and out speed.

j)Checkpoint logs should be maintained by the timer and given to the rallyemaster or sweep car. It should list in-times and out times of all rallye cars as well as any significant checkpoint Incidents.

k)Checkpoint workers should collect any time delay requests given to them by entrants and pass them on to the Rallyemaster, sweep car or scorer. The checkpoint personnel do not rule on the time delay request.

l)Checkpoint workers should note any disagreements by the con?testants on the In-time that was recorded by make a note on the checkpoint log. Include the time that the contestant thought he should have received. CP workers do not rule on the disagree?ment unless they know they were wrong and can fix it.

m)If declared In-times are used on a rallye, the checkpoint worker should record both the actual and the declared In time on the checkpoint log. Give the contestant the declared in time if it is within the limit specified In the events general Instructions.

n)The rallyemaster should provide workers with a detailed map of the checkpoint and out marker location and instructions on how to get from one CP to another. A landmark, sign or a mark painted in the road should be used to define CP and out marker location.
